As per UGC (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employee and Students in Higher Education Institutions) Regulation, 2015, an Internal Complaint Committee (ICC) was formed in J.N. College, Boko on 08.03.2022 with the approval of Governing Body of the college. Aims of the ICC: • To deal with the issues of gender based violence. • To conduct gender sensitization programme. Functions of the Committee: • To organize orientation programme, dialogue, meeting etc. among the students and employee to spread awareness about the institutional mechanism to create sexual harassment free environment to generate free and fair work culture. within the institution. • To work towards creating an atmosphere, promoting equality, non-discrimination and gender sensitivity. • To receive complaints made about sexual harassment at work place and to do preliminary inquiry about all reported cases which will be conducted and discussed by holding meeting among the ICC members. • To act as a support system for the complainants. • To take necessary steps for prevention of further victimization of the complainant by creating awareness and sensitivity within the college fraternity. • If the claim of the claimant found to be true in the inquiry, then the report and recommendation of possible punishment along with all documents will be submitted to college authority for action. • If the complaint is found to be false, malicious with misleading information then the complainants will be liable to be punished as per the relevant provision mentioned in the UGC regulations, 2015. General procedures for inquiry: I. A quorum of at least half of the members including Chairperson will be required for a sitting of ICC. II. All meetings of the Committee will be called by the Presiding Officer and a notice of at least 5 working days must be given for the meeting while in exceptional cases, an emergency meeting may be convened as per the requirement. III. Any person who is a complainant, witness, or defendant in the complaint of sexual harassment will not be a member of the Committee. IV. The proceeding of the meeting will be documented. V. Inquiry proceeding will be kept confidential from all parties. VI. After receiving the written complaint, ICC will summon witnesses on a specified date for interrogation. VII. After conclusion of oral hearing, ICC will issue a reasoned order within a week. If the allegation found to be true, the order copy and ICC’s recommendation will be produced before College Authority for remedial action. VIII. One copy of ICC’s order will be sent to Complainants and Respondents also.
